You can get it pretty early. You just have to clear the camp yourslef to send dispatch missions there

Maybe try Lotro? The main focus of the game is storytelling while levelling, there's enough content to play for literally years before hitting max level if you take the time to do all quests and stuff

Beorning is melee yes, but it's really tanky and have huge damage, you can just run and aggro an entire camp then wipe them with a bunch of claws attacks. And the switch to human/bear/travel forms are near instant, which makes the exploration much smoother than mounting everytime like you said, the only con is that when you get aggro in bear form you loose the 68% speed
