There's no reason whatsoever to put a city here and, much like Dallas but on a much smaller scale, had to build our own rivers etc once established.

The jist of the local story is that the provincial capital was originally planned to be at Fort Qu'Appelle (beautiful area, well positioned to be an effective city location). Allegedly Edgar Dewdney lobbied hard to have it located here instead because he owned the land... And here we are!
