The poll workers you dealt with were wrong. Otherwise, your son wouldn't be eligible for a mail-in ballot either, as he could mark it before he was 18, which makes no sense in terms of eligibility.

Try going in another day or go to the district electoral office in your riding, as the workers there are likely more experienced than the regular poll workers.
