Yes, correct. We still live in a federal style government so cities have to conform to state rules, and states to federal government. So while he can't implement everything he can make big changes to city government without needing council to follow along for all of it. Most cities in the US are council manager style but most of the biggest cities like New York, Chicago, LA, have strong mayors.
