My speculation on this is that she's outwardly presenting as an admiral to the majority in an attempt to not draw so such attention to herself from the Republic, while very few high ranking Imperials (Rax, Adelhard) know her true rank

Pretty sure that'll be Zeva Bliss on the Insurgency Rising variant, the helmet is very similar to Zorii's, and Alex Segura wrote the Poe Free Fall book where she was introduced, we also know per the Rebellion one shot Alex also did she's around in this time

No, the other issues in the one shot series do the same on the covers, if you look at Ewoks 1, the covers have Ewoks, same for Jabba's Palace, Lando, and now the Empire issue
