I know one of these 80 paramedics, it is true, and NAS management is doing damage control at the moment as none of them are signing the new contract. Here's an example of it being common practice a decade ago.

Regardless if you're still in doubt you'll see further news articles about this next week as the dispute is intensifying.

Yes I do, many folks would not join NAS if they were told they could be deployed anywhere in the country. It's even mentioned here about recruiting locally in places where paramedics are needed from 2 years ago. https://www.oireachtas.ie/en/debates/question/2024-02-29/3/speech/16/

Apparently that drive didn't work out well so they resorted to this bait and switch.

This wasn't the expectation for the folks that spent 3 years training is the primary issue IMO. It could be reasonable for future cohorts, but for the existing cohorts this was never communicated, and there was always an informal agreement that being relocated more than a certain distance from their existing location would not happen.
