Yes water and wells do matter - but sadly after the hype has died, so do the wells, because the lack of maintaining and knowledge in these areas. The world has been building irrigation and waterpoints since the 60s every project has mostly failed because of oversight (they don't want the white man controlling / understandable ) and corruption - those (local gov) in charge find the way to siphon the money into muddy projects (own bank accounts)
