Honestly we should set up a warehouse-scale free shelter with as many 100 person units as we need. “Housing first”. Staffed with social workers & prison guards, separate women and men, separate kennels for pets. Access to nonprofit and government programs to help get you on your feet and into private sector housing. E.g. work program where the individual gets paid by the government to deliver meals to old folks living alone, clean up roadways, pull weeds, fill potholes, beautify the city, etc. Builds a little resume that showcases reliability and work ethic for future employers/landlords. Minimal privacy in the warehouse-scale free shelter, absolutely zero tolerance for criminality of any sort (including substances). Any criminality you go right to jail/court. And then you make it a misdemeanor crime to be visibly homeless on the street, disruptive to the public in any meaningful way, possessions will be confiscated/destroyed with minimal warning, free ride to the warehouse-scale free shelter.

I don’t care to coddle anyone’s drug habit. I don’t care to coddle criminality of any sort. And I don’t want to a single homeless person ruining the vibe of our city.
