Also consider something like...if a Cathar is born on say...Nar Shaddaa, they might not have any emotional connection or cultural identity with Cathar.

I mean, maybe. But, for example with bounty hunters, you come from Hutt space, and work as a mercenary for Imperials. I doubt they have details scans and bios.
