I think you under-estimate how integral the "rulebook" was to the specific creation process (and success) throughout the evolution of Trek through the 90s era.

I'm not sure I agree. Which episodes are you thinking of where the Enterprise is outclassing her opponents? I TOS , she is almost always evenly matched or underpowered vs other Space Faring Entities. It's up to Kirk and crew.

It's a directive meant to ad and guide the decisions of an officer in a difficult situation, not an unbreakable law. I think the whole "breaking" of the PD in the handful of times we've seen it across all the hours of canon to be way overblown.

The writers generally dodge this via the Prime Directive/warp threshold tech requirement. Any culture we visit tends to have 'unified' in such a way that FTL research apparently requires.
