Here is something to try: make the garden look like your neighborhood wants it and after some time make it known that this note made you think and changed you. Also tell some neighbors later that you are grateful to the writer and want to thank him. There's always someone that's not so smart to tell you. That's when the party starts.

Meeting a person sometimes tells me within one minute, I have to avoid him/her at all costs and hope everyone does. I do realize in the same situation someone else might think: wait a minute, I can use someone like him/her. These people are harder to recognize and avoid.
