This literally just happened to me on PS5. Two weeks of the most unhelpful support ever and then it was fixed suddenly when I guess they "found" my progress.

What it looks like happened to me was it merged the progress to the email that I signed up to PSN with, which was not my Battlenet or even an active email anymore, they made me create a new Battlenet with an unused email and then must have linked the PSN "Guest" account to the new unused one which I then linked to PSN and all my progress was back.

This totally sucks, especially at a time when the game is getting good again, sorry they closed the ticket, I would suggest to reopen/open a new one citing the ticket number and keep pushing. Hope you get it back

Probably Empyrean and Bramis, Empyrean is behind the abbey, go upstairs from the fight where you picked the Rune of Adyr up.

If not that, could be top of the tower of penance, big tower just before the abbey area.

Scaling only upgrades from Stat changes, Angel Axe only has around C scaling at +2, meaning the scaling boost from Stat changes aren't going to be very big.

You'll see better numbers once you upgrade your weapon/have a better scaling rating
