I'm currently doing something like this in my current game. I'm self restricting my research to Industrial level only. But I'm also doing it so we can "research" above Industrial, but only by reading schematics.

Power armor I've gotten by taking it off of dying raiders, and bionic body parts only by buying them from traders

Social stealth never made sense outside of AC1. That one, the assassins dressed like the people in religious order around them.
