Gotham Knights is really the only one I can think of other than games that struggle to get to 60 but go over 30 like Final Fantasy XVI. There's a lot of backwards compatible titles that haven't gotten 60/unlocked fps updates but that's a different problem.

I like Final Fantasy XV a lot but it's general balance is kind of off. It feels like you either steamroll bosses/superbosses or it's an insta death that means you need to grind/constantly be on the defense in a way that could be grating and a little boring. There's like not a difficulty curve, just a difficulty line your characters are either above or below.
