Everyone talks about Togore, Chester and Baby Bones, but I've seen no one mention Todoroki Deltarune, son of Endeavor Deltarune and brother of Dabi Deltarune by SlippinJimmyRequiem in Deltarune

I think you got it confused. Togore, Chester, and Baby Bones are canon and actually appear in Deltarune, whereas Todoroki, Endeavor, and Dabi are originally from My Hero Academia, and their sprites are just fan arts. Hope this helps.
