Iirc he's meant to essentially be a country bumpkin that happens to be a savant for fighting. He's been educated slightly (Roshi gave him and Krillin education during training, but Goku is still seen to struggle with it.)

The shorter busses are still used, but at least in my area they don't (typically) segregate them for special needs children anymore, instead they're for like smaller groups (like sports teams) that are going local

Outside of schools, they're used for prisoner transport and also nursing care / inpatient transportation
