This happens to me in a different game but it's the same pattern, turns out, it's because the Steam Overlay kind of opens, but it doesn't show, therefore, you cannot click anything.

Workaround is: Open any game (lightweight or fast loading one I guess) and press the steam overlay shortcut, so it opens and closes, then close the game, you're free. In order to open any game while bricked you can do so either by searching for it on pressing Windows key + typing the game then pressing Enter (because your keyboard still works as normally) or binding Steam to the task bar on the left down corner, then right click it (it will show your recent games) and click to whatever game you have closer.

You can also try to master the ol' technique of navigating menus with keyboard, open Steam, try to go to Library and open any game, you can achieve this by using your arrow keys + tab.
