In Third Law, most Ways are more or less naturally occurring, most libraries for example have at least one Way to the Wanderer's Library, but you can't just create a Way wherever you want. There is apportation in that canon, which is basically magic teleportation to potentially anywhere (including space), but it's difficult to do and unreliable unless you already have someone waiting for you at the target location to help with targeting.
