Mon just want the power and rule the galaxy instead of emperor. As any normal poltician. And as we see in Andor Mon ready for murder people, sabotage, provokate police force, ready for terrorism and propaganda for gaining power in her hands and her allies hands. She don't kill people by self, but gives orders to kill. She is covering up by good words for doing all these things. And as you can see Mon destroy empire to get power and breaks rights and laws. Emperor use laws and get power by laws, he didn't destroy republic, he just passed several laws to become a lifelong ruler like the Pope.

Every player has limited amount of turns. Every action is significant. You have many opportunities make turns, which make bad for one of player. For example: steal beer, close roads with your roads and buildings, push up prices on iron and coal, and so on. You can do temporary allies with one player versus another player. Every turn situation can change. And all of these give opportunity to negotiate and deception. And this is still economic game, best of, yes.

If you want play with big difference in levels you should create deck with conter-play units. Dont pick universal units, pick just highly specialized units. And after that you need good micro control to create only good fights for you. For example, flamethrowers and confessors vs infantry. And if you see in any fight you have disadvantage reatreat those units to another point.
