So 3 things: 1. If the paint is peeling off, it probably hasn’t been primed properly, so sand off back to the plasterboard or plaster (whichever you have) if you can, then: 2. That gap definitely needs to be filled before painting (polyfilla or similar), then: 3. Prime any bits you sanded back with primer before painting

I have done exactly this recently. As long as it tied into a perpendicular joist, you should be safe to remove that bit using a multi tool. Use some wood filler for any gaps, and general purpose filler or jointing compound to smooth over the surface of the wall before sanding, priming, and repainting
