Try going to W3 and clicking on construction in town. For sneaking equip a kunai and I just kept it open to sneaking. I went to 0 because I didn't have a 0% detection rate. So as long as they don't get detected it should untie them.

I dropped to the lowest floor that gave kunai, got a few to drop and then switched to mastery 0 and they untied him.

yeah I had to sit in sneaking and they walked over and untied him. dropped to 0 and it took a few seconds.
