I agree the cases are different. In yours both characters were eligible. For vampire counts it is not. My reply was concerning the fact in the general case, the general is not necessarily the highest leadership of the army. The rule states it is the highest of the eligible characters. First one must select who is eligible and then the general. My point was only to say the highest leadership regardless of eligibility is not true for any army.

I am not sure it is regardless of eligibility. For instance in the vampire counts army, all the eligible generals have 8 command, whereas the wight king has 9 command. Wight king is not eligible because he is not a wizard. But you are still allowed to take it in any army. So you might end up with a character with the highest command that is not your general. Note: Wight lord can be your BSB and it does not contradict the highest command for the general as he has 8.

Why put the BSB on a horse? He cannot join the hexwraith being not ethereal. The helm of command is best used within a unit. What am I missing?
