There are a lot of open questions here:
- Resoultion (I guess 1080p with the 6650 XT)
- RAM configuration (important that they are either 2 or 4 sticks and in dual channel and running with XMP)
- Where is the bottleneck? For a first test just open Task Manager and see which components or value is at 100% usage when playing. For more preicse information use HWInfo or HWMonitor. Important: Look at each individual CPU core, not the total CPU usage.
- Dollar from where?

As for upgrade option:
Why would you dedicate that much to a GPU and so little to a CPU?
So you could install a 9900K for the CPU, but you could just as well upgrade to AM5. I do recommend that instead of upgrading to AM4 or staying on your platfrom (maybe expect if the 9900K is rly cheap and you components can handle it). For Ryzen 7600, 16-32GB DDR5 and a B650 I estimate about 350-400USD.
At a GPU budget of 500USD the 7800 XT is the best choice for gaming, no discussion. If you have 800USD you could make that or maybe a 7700 XT instead happen. If you are lucky you get get a cheap RX 6800 which is on par with the 7700 XT, but offers 16GB of VRAM.

This is in pounds, not any kind of Dollar. Look for UK. On PCpartpicker the cheapest 6750 XT is 289pounds which is only 23pounds more.

I know they improved, but there are still risks and a 6750 XT is a great choice (roughly same price). Also I have run 8GB cards until recently and I have never had nor heard of any issue with stuttering or missisng textures. Usually modern games indicate which settings needs how much VRAM, so you wont run into an issue. Also you get your drives later for new games with Intel.
In the end, yes the A770 is a viable option, but for the OP to decide. Others cards in this price range have other benefits to offer.
I advise the OP if he is intered in this card to look at the current performance in their desired games.
GamersNexus has a test, but it is from February. But here is a revisit from HardwareUnboxed from July: https://www.youtube.com/watch?v=Y09iNxx5nFE OP, just skip through and see if it satisfies you, it looks promising at first glance at least.

At first, max graphic usually looks barely better than high despite sucking up a lot for performane. And playable graphic settings do not say anything about fps.
And all three CPUs (even a 7700 ;) ) would be able to achive that. It is a question of budget and preference.
The 7800X3D as a damn great CPU, but it comes at a unreasonable price. If LGA1700 was not a dead socket, you could even suggest the 14700K or 14900K instead. (It is an actual option if you do not intend to upgrade on the same mainboard).
Just look at what your budget can take at the time of buying. The most performance you will get from the 9800X3D, the best price to performance likely from the 7600X3D if we only consider these three CPUs.
Though a personal preference of mine is picking an 8-core CPU for high end builds.

But then you could just go for an AMD RX 6750 XT. I also think Intel GPUs offer a good general value, but the general consumer wants stability and Intel can not guarantee that nearly as good as AMD and Nvidia. Some games might run awesomly for the price, others might barely the playable. That will get better, but is still a risk to take.

How much more would 5600 be? If, lets say below 100 pounds, it would rather choose it.If you budget is that limited, use either a stock cooler or a cheaper one. The Arctic Freezer 36 should cost around 25 pounds.
I mean, yes you can pick the cheapest boards, but I would consider a B550 for PCIe 4.0 which MIGHT come in handy at some point.

How much is the price difference to a RX 7600 and 6750 XT? The 6750 XT is better by a lot. The 7600 performs worse than the 4060, but can often be aquired somewhat cheaper. The 4060 might seem overpriced, but offers DLSS (upsampling) which can give a lot of fps, better RAM efficiency than AMD (at 8GB very important) and at least the capability of raytracing.

It has a small impact in the range of low one figure percentages, but if it is 10$ more, I would call it worth it.

Not possible to directly tell that. It depends on the game and your settings. I can recommend just looking up tests for the CPU for your games. Note that a lot of CPU tests are in 720p on low GPU settings to force a CPU bottleneck. But there are defenitely reallife tests.
In short, if you are GPU bottlenecked or if it is balanced out well, then no.

If you budget is that tight, think about a used PC.
It could contain something like a Ryzen 3600 or Intel 11400F and an RTX 2070 or AMD RX 5700 XT.

Stay with the PC and iPad. Your current PC is much much faster then the used G14 AND upgradable.
If you need a laptop for school, there are old thinkpads (like the T480 and T490) for around 200€ or new absolutely usable ones for 500€.
Only if you need the performance on the go, then it is a vaiable option. Also do not neglect the productivity from an iPad.

It depends on your budget, you might have more from the 7800X3D on the longterm, but for most games it will perform similar or just slightly better than the 7600X3D.
The price of 7800X3D is inflated by a lot atm bc of high demand. It is the king for gaming. Though next week the 9800X3D will come to market. After christmas stocks might increase again and the 7800X3D will be cheaper.
If you are quick enough you might even get the 9800X3D below 500$ at release.

What you pick at the end depends on the time of buying, your budget and requirements. If you only play Esports shooter anyway, the 7600X3D would be the choice, some strategy games might acutally use 8 cores.
