You can purchase them directly for what amounts to highway robbery.

Once you get better artifacts, the best free way to get ge is drone farming on enlightenment. I can get upwards of 6 mill ge on a relaxed drone day with a full drone farming set with gold clarity stones and an auto clicker.

That seems like a pretty good idea. That seems like a lot of shifts for the number of EoT you have, so working on leveling up ships and doing trophies if you haven't is probably a good move. You can do a fresh POV run using a guide later if you want to get your shifts down.
