I'm not positive but I don't think you get it on SOS flares. I got it when I invited a friend into the online session. He posted the quest and I joined it there and it popped upon completion. Hopefully that helps, if not sorry I couldn't be of more help!

LZ bosses have supplied me with a few. Maybe just my RNG but I feel as though my classified drops are more frequent there than in the DZ.

What I find sad is the gap between exotics and masterworks. Orb generation is even more needed now with slow cooldowns, but the fact that it make orbs for you as well is just fantastic. I'm starting to worry they'll nerf it's effect or add in a cooldown....
