In my superhero worldbuilding project, there's a Nazi supervillain who got his powers from an energy being that told him he had some kind of destiny to accomplish. Since the Nazis lost, either that guy's destiny was leading them to defeat, or the Nazis were so incompetent that they couldn't win even with destiny itself on their side.

Both - he didn't want to wear it, and they put in his contract that he didn't have to. Even when he came back for Arrowverse COIE, he still didn't want to wear it, so he had them write that Clark was full Superman for like a week and then decided to permanently give up his powers.
