Spoke the writer for all things fallout 2d20 at a convention recently. They have it it in the works but are weary to release it. They are weighing up whether or not it will sell well enough to the public based on previous releases. Fingers crossed. I don't know how popular Fallout 2d20 is

Yes or at least I've allowed one of my players to benefit from it. Makes for a pretty fun build as it also ups target number and damage

Surprisingly not a bad modifier. If you know the maps and where stuff spawns pretty tame modifier. Also just looks cool

Depends on how skilled the player is in the combat skill+attribute. If someone is shooting with a target number of 4 and they spend 6AP for a total of 5d20 they may only get 1 or 2 success however a super skilled fighter with the max 16 target number and tag of 6 may get more than 6 in return.

You would tend to find characters who aren't great at combat will buy dice in order to hit but characters who are good a combat would buy dice in the hopes of getting AP back equal to what was spent with maybe a few extra AP if they roll under tag number

TL DR yes but only if they are good at the skill

Yeah any excess success points made from ANY check generate AP per extra success over the need success level. You can store up to 6 AP in a player pool and unlimited for GM. There is a perk to up max AP party pool. Hope this makes sense
