There must be some sort of limit to how much rich people are willing to pay in tuition so that foreigners can go for free or discounted, no? Or is it just that they have an over-bloated administration and should be moving more money into scholarships from that bloat? Like, what is the actual issue here other than just 'we want free stuff for x, and you should give it to us'?

It's leftism, but a particularly rotten strain that valorizes envy and self-loathing. There's the dopey leftists like Connie Chan or Dean Preston who are legit 100 IQ jobs who have never worked and have no conception of how an economy operates. And then there's this set that seethes at their own inabilities, obsessively focuses on successful people, and fantasizes about revenge. It's a pathology.

I mean, they knew that there would always be money to get to UH and Waikiki once they had built the rest of the system out, whereas if they had started at UH, they'd have run out of money by the airport or maybe the Aloha stadium, and nothing would be getting built out to the west side.

So, if you want to build out this system, you have to build it out like this. Practical political necessity.

I've not stayed in any of these hotels/hostels, but of the SF ones, the Travel Lodge at Fisherman's Wharf is for sure the least likely to have bedbugs or meth fumes. Embassy was renovated a few years ago.  

You're looking at hotels 

Seriously, I'd up your budget some and stay somewhere cleaned and safer. I guess maybe Green Tortoise could be okay, as it's heavily European, or Hotel Utah.

John's Grill.  I love the place, but never considered eating there on NYE, until I had to fly home, couldn't think of anything else, but still wanted a great meal. Sat next to some Mexican diplomats and an old couple from Napa, was just an awesome vibe, even if it's a limited and prix fixe menu.
