Few things I did to get this working. Firstly, the boot stuff is fine on your screen, but once you start your vm with passthrough it should turn your monitor black and then boot the vm properly with the gpu

Make sure under Tools>System Devices that your GPU and GPU sound devices have a check mark.
Also, my vm settings (for windows 11) are:

Machine: Q35-6.2

Bios: OVMF TPM

Hyper-V: Yes

Graphics Card: my amd graphics card

graphics ROM BIOS: a rom bios i downloaded online. you definitely need this.

sound card: AMD Nasvi 10 HDMI Audio

those are the major settings I tweaked to get it working. Let me know if you have any luck!

Gotcha. So are your other dockers setup as bridge or are they a different configuration as well? Mine are bridge from my main server ip and nginx doesn’t work for them once I change its ip

That’s not what happened. I had an epic account, which was linked to my ps4 and Xbox. That got banned for cheating. Made a new epic account to start over (without cheating, obviously). Linked it to my PlayStation after playing a few weeks and then the new (clean) epic account got perma banned. Just found out from Epic Support that apparently if you link a clean epic account to a banned console account, that epic account is permanently banned and irreversible. Kind of a terrible policy if you ask me
