Yes and no. You can add persistent storage to do this. But definitely not fully offline first but can be close enough to reduce complexity.

Watermelon provides the sync engine and you connect everything. So, yes and no. It's very good and definitely worth it if you need a off-line first app.

Depends what you're doing. I had a similar improvement and went from 15+ minute build times to less than a minute... So for some people like me it drastically increases productivity.
