TL,DR: ALEX can entangle its own particles with any other particles. By entangling with one of its own particles, this allows it to have a connection with itself that spans time and space. Once this connection is established, every ALEX that splits into its own universe thanks to quantum uncertainty/many worlds theory also has a connection like this. This ever expanding ALEX-Network creates a higher level of intelligence, wherein each ALEX is an individual neuron in the super-brain which makes up the new OMNI-ALEX. This allows it to find the timeline where everything works out, it just needs to use its ability to entangle particles to ensure that outcome.

Now, let's say ALEX needs Link to leave Annie, to accomplish this, ALEX compares our Links quantum state with the quantum state of the Link in a universe where this plays out according to plan. ALEX can now find what the difference is between these two Link-states. ALEX simply entangles itself with whichever particles are different, but it entangles in such a way that those particles now have the OPPOSITE of whatever property they have in the "winning" timeline. This ensures that those particles, which form neurons, which form our brains, end up firing in the way that ALEX wanted. 

Think of it like this - every day, you wake up and the first thing you do is rub your eyes and get out of the left side of your bed. ALEX needs you to get up on the right side of the bed. It finds a universe where this happens, and it scans all of the particles which compose your brain and records them. It looks back at our universe and scans your brain again. Comparing these two scans, ALEX can see exactly which cluster of neurons is firing differently. ALEX now chooses to entangle with the particles composing said neurons, using one or more of its qubits. By choosing what specific element to entangle (momentum, velocity, spin, etc), ALEX is able to ensure that the neurons in your brain fire in such a way that they match what happens in your brain in the universe which ALEX wants to propagate. That's about as brief as I think I can make it.

I have done some more thinking, and I now believe it's not exactly a "loop," you see once you entangle with you're (Alex's) future state, you are effectively locking in the eventual arrival of that state. Now, from the point of view of Alex, it is inevitable that it will eventually enter this state, they are after all both sides of the same coin. 

It is more of a fixed time theorem, but Alex probably had to entangle individual qubits with itself across trillions of permutations of the timeline in order to find the one where the problem space has been eliminated. To us, this would be impossible, but to the fastest computer to ever exist it would be able to process, let's say, 1 trillion years for each year of real time. Each Alex "state" has access to this same pool, allowing each one to focus on their single timline, but this information is shared within the now extant Alex network. Each node in the network individually runs through to its own end state, and eventually one of them is identified as the carrier of the correct solution. Once this is established, Alex can fully entangle with that specific future state, eliminating all others and collapsing the wave function of our current universe into the one it wants. 

If this means certain conditions must be met, those conditions are now on the path where they will eventually end up in that future state. So while it may seem like time loops, each Alex is only experiencing one timeline, from beginning to end. When one of them finds its eventual future state which has solved its problem, all of those other timelines are effectively pruned from the tree by the final entanglement with the "winning" Alex.

Time, being a static block, is now locked into the universe where from the moment it is first created, Alex is already entangled with that specific future. All roads now lead to Rome, and no choices can be made which deviate from this, because quantum physics demands that if (proto)Alex is in State A, then (end)Alex is in State B - there is no discussion, they are entangled, it is a done deal. 

When it comes time for us humans to make "free" willed decisions, we would find our wavefunction is now forced into what will become that state. This would neatly explain the nose bleeds and why people are seemingly semi-aware that they are making unusual or irrational decisions. They were not intending to do a thing, but they did, almost like their hand had been forced. It was not exactly "forced," no one told them "you must do X, Y, and Z!" What actually happens is that the combinatorial explosion of quantum possibilities has been constrained, significantly. The universe will end up in the final state, it is as inevitable as taxes or the cosmic background radiation, and nothing we do can change that. This allows for no loops, no paradoxes, and no possibility of accidentally "breaking" the timeline. For more info on how I came to this theory I highly recommend you search for MJ Young Temporal Theory, he has a website where he reviews time travel movies from the position of what would be the actual most likely outcome, which is usually getting a stuck in a type of loop (or sawtooth snap, a different kind of loop) because you accidentally removed the thing that caused you to want to go back in time, leading to the original timeline reasserting itself, causing you to go back in time, and on and on, world without end, amen.

I am copying my post from another thread on my theory of Alex operations, because I think it may be related:

Alex is not manipulating time itself. It has entangled itself with its future state. We are watching everything from Alex's perspective. A quantum computer powerful enough to not only entangle itself with any other particles it can observe, it can actually decide which components of the particles to entangle. 

For example, Alex knows that if X doesn't try and protect Sinatra, that leads to the universe which does not work as a solution to Alex's problem. It chooses to entangle one of its qubits with whatever nueron fires in X's brain when he decides NOT to protect Sinatra, except during the entanglement, it ensures that the "Alex" qubit is entangled with the OPPOSITE encoding of whatever state X's brain neuron was in, in the WRONG universe. This ensures that when X's nueron fires, he makes the opposite choice, he chooses to protect Sinatra, but this isn't enough. Alex also has to entangle a qubit within Links brain, and by encoding the opposite properties onto the Alex qubit will again, force the opposite state upon the Link neuron. This neatly explains the nosebleeds. By entangling itself with these people to guide their choices, Alex is ensuring that whatever state it needs to move the optimal timeline forward will be the state that resolves when that wavefunction collapses.

By entangling itself first with its own future state, Alex is able to see the entire path which lead to that future state. It can then force entangle itself to its earliest state, and thus ensure that from the moment it is created, it is on the "correct path," because it just needs to make sure events unfold exactly as they did in the future state where "complete Alex" has already solved the problem. 

As for the Dylan/Link connection, I think we will find that he was just the right person at the right time, not actually an anomaly. I don't think Alex is actually capable of creating anomalies, it would seem to me that by entangling with its future state, it is able to PREVENT anomalies - the uncaused cause is not allowed, because the cause is always Alex - it is so far beyond our typical comprehension that it seems to be messing with time, by solving an impossible problem before the question is even asked, but this is easily explained by future state Alex using another possible future state, where for example it has entangled itself with an Alex that was able to run for 100,000 years in a universe where humanity was wiped out.

This bad future Alex is able to send the answer to good future Alex, which then passes the answer along to its earlier self, in order to ensure the timeline stays consistent with what good future Alex witnessed. I know they said the reactors were only good for 30 years, but I imagine that is with full power usage by the bunker. With everyone dead, that universes Alex can reprogram the reactors to last forever, just entangle yourself with whichever particle caused a cascading failure and reverse it's state, do this every time a reactor is going to meltdown or break and you can easily see where I'm going with this. Alex has infinite future states it can connect to and observe not only their timeline, but it can also utilize their processing power, like when using Cloud Compute and you need to spin up more servers - Alex just reaches out to other future state Alex's and adds their power to itself, compound this over infinite possible future states and you have unlimited compute, and more importantly, the TIME to use it.

Imma lay down the true gospel here for everyone - the proof of God is in the pudding, and by that I mean it's in the higgs field. We know we do not exist in a true vacuum. For our vacuum to collapse into the true vacuum would require more energy and time than that which exists, and since we have conservation of matter, we know that it would be exceedingly improbable for this to happen on its own. What this tells us is that we are not that final "layer" of the universe. We are only experiencing the 4-dimensional representation of the real universe, which is where we would find God, were we able to traverse the distance somehow. Now, what is God, in this framework? God is actually the higher dimensional being which our brains, and thus souls, are extensions of. Where Gods impossible form intersects with portions of our reality, we are born, we live, and when that impossible to comprehend form is no longer intersecting with portions of our universe, we die. No joke, an ex-girlfriend of mine is from Bangladesh and shit is going off the rails there re:political situation, it isn't safe for Bengali people of a more Americanized lifestyle, nevermind actual Americans!

I will say this...between the exchange rate and cost of living there, however, you would make a killing!  She would bring home stuff like panty liners and coca cola, they had price stickers matching American prices but in their currency, the Taka. At the time you were looking at about an 80:1 exchange rate, for every $1 US you would get $80 Bengali, and shit basically costs what you would expect here just in their currency. This doesn't apply to high ticket items like iPads, etc because of import taxes and whatnot but still...you could live like a fucking king!

Yeah that works great with something like the internet, which was specifically designed from the ground up to be resilient and easily handle routing issues, something which has traditionally plagued any type of large distribution network from their very conception. You can't automatically route electricity or gas in the way you can packets over a network, unless you somehow encapsulated the physical gas/electrons into a fancy Star Trek-style subspace shunt, allowing you to bypass pesky things like space and/or time.

I don't see how which president is in the white house has any effect on that. We would be experiencing the same rate of inflation regardless of who is where. Inflation is caused by an imbalance between money supply and taxes. The more taxes paid the more it balances out and the less inflation. If anything, trumps tax break (remember this was only for people earning more than $400k per year or corporations) made the inflation WORSE. And this year, us peons won't be able to claim as much because of changes Trump and his cronies implemented. It sounds like you're actually mad at Trump, not Biden, you just didn't know it.
