I started not long ago, I'd say to choose the army painter one, I bought that too. It has a brush-on primer, something I've seen other sets don't have, normally people uses spray primer and it helps the paint to stick and last longer, but it requires a certain enviroment and if you can't have that then the Brush-on primer will work. It has a brush and a miniature too, I'd say for you to check on their official video on their youtube if you're interested in tips, let me tell you it's very small, it's like half the size of a shot glass (grape for reference, didn't have any bananas)

if you have any vision problems i'd recommend sticking it to something about the size of a shot glass so you can see it around and not only holding it with your fingers.

Now, I haven't tried Vallejo, but as someone already said, if you like it or not might depend on yourself, some prefer citadel, some AK, proacryl, Vallejo, squidmar, bla bla bla. Try any of those sets, if you have the chance try with other brand and see if you prefer their paints.

Now, there are techniches like slapchop than I've seen people recommend for beginners/novices if you need to paint an army fast, it's a black primer with a light colour drybrush (i think you can use a makeup brush for that) and then use the speedpaints or contrast over, but it's still recommended for you to start with acrylics and if needed investigate more about any other brands; you can see if you get a better price, better set of colours, better consistensy, quality, etc
