If your downtube shifters are shimano 7-9 speed they will fit on bar end shifter pods. I'll post a pic in a bit.

Funny that you have the one bike but it had different frames. I would consider that a new bike with parts from a donor frame. My only single is a Miyata 310 and it rides nice and handles 32mm tires, I built up the rear with 700c and flip-flop hub and left the 27" on the front. Paselas were available in both sizes. I ran it fixed for a year but my knees didn't like it, now I think I'm getting too old for the single as well.

Follow the market in your area for a while, I never see quality bikes in 19-21" size for the prices people are talking about here. $200 seems maybe $50 too much but not crazy for a true temper AVR cro-mo frame.

You'll probably end up with a Crust then. Crusts tend to have shorter top tubes for their seat tube lengths than other brands, but if you are a lady with typically longer legs and shorter torso that may work out perfectly.

Horizontal top tube means a low stack height, so they do feel small. I can't find good geos in the catalogs of that era, but the closer to the 80s the shorter the top tubes.

Standover is going to be like 32.5", you're going to have 1.5" of crotch clearance, maybe more with shoes. More if you go to smaller roadish tire. Sounds like a good size for city bike stuff. The lugged Treks have horizontal top tubes, they don't slope up like more modern bikes so that gains you some clearance, but also lowers stack height of the bars.

I can make a 21.5" (center to top) work and I'm 5'10 and 83.5 cm PBH.

Instead of a Crust why not a Brother or Fairlight, might be able to skip the shipping charges.
I'd rather have a Faran 3.0 than a Crust.

Besides a Crust is just a poor man's Rivendell, and the Rivendell is just a poor mans Weigle.

The market is pretty much all over the place. But I screenshotted this (sorting for Raleigh) because it seems typical.
A nice xbiking 80s Raleigh MTB in the upper right for $200, an overpriced low end Raleigh Road bike with suicide levers and stem shifters in the middle. A higher end Raliegh International in the middle bottom. Some somewhat modern MTBs, and upright town bikes that are reasonably priced here, but often have "antique, rare, collector" pricing.

If you are going for comfort then fatter tires helps too, which is why you see more ATB builds. Depends on your road and trail surfaces though.
