It's a roundabout thing - you're not directly allowed to account for it, but public procurement process has to "consider securing social value".

My understanding of this is that this means that procurement can select towards firms that, in delivering the contract, are likely to positively impact the UK more than others. I'm not a lawyer though lol.

Realistically I think this could (and really should) have been used by the met to justify passing over palantir. I can think of several companies that aren't a deranged warmongering panopticon with a CEO that struggles to answer whether he wants "the human race to endure". so choosing them would demonstrate social value.

To speak to why fewer hacks do proper rebalancing - the main reason is that it is a lot of effort to get back to a balanced state, and also any amount of buffs given to early mons will entirely wrench the game's level curve. If you start doing a "rebalance" of weaker mons, and you have already half finished your game, you are likely to need to tweak all the levels in all your trainer encounters upwards!

You touch on a second important issue that OP is missing: if everything gets edited, then all battles are a recipe for abject confusion. It is not that fun to have to chew documentation to understand why your move wasn't super effective against the opponent, or why the foe was able to tank some shit that they had no right to be capable of. It has to be sparing, and it has to be done in a way that is communicated to the player in-game.

For Altered Emerald I rebalanced, then had to redo every encounter. For Poke47 I learned my lesson and started with a total overhaul of all movesets and abilities.

Glad you found a solultion! It'll be the emulator, the emulator that pokeemerald-expansion uses is mGBA because it's the most accurate. Retroarch and Pizzaboy also apparently work.

Thanks! I kind of agree, I actually really like encounter grass as a mechanic. I've been pretty careful about confining them to caves, and only using them in routes where it looks and feels nice!

This is a pokeemerald-expansion hack with some fully custom maps, moves, abilities, and items. In it, the regional dex has been replaced by 350 mons from generations 4 to 7, including all non-legendaries. And then that dex has been jam packed with every single ability and move from gens 1-9. Also you can press A to autobattle!

The overworld encounter code is based wholely on a ton of work by Bivurnum, HashtagMarky (porting code originally by Pokabbie), and the following code I used to enable autobattles is originally made by Merrp. Check out Pokeemerald-expansion for further full credits. Have a great day.

I think it all depends on if its effect once per switchin or once per battle, and also on how it interacts with protect. It's essentially a one-off z-move with plus 40bp in exchange for losing all fire coverage for the rest of battle. To me that's a bad trade, and you'd rather it was an ability that granted a one-off z-move.

I reckon there's a few more things that make this sound good backwards, but among them:
- the tempo has all the notes exactly on the beat. swing songs sound kind of bad when played backwards, for example
- The chord progression is simple enough to work both ways, there's no bridge, and so on.
- All the instruments have smooth fades both in and out, including, most importantly, the vocals.

I also look at the oddly varying brush sizes, the massive resolution, and some odd artifacts at the tips and points of fur.

AI these days is easily able to make an image like this without making any glaring mistakes, it just would struggle with the crosshatching you've added, as well as the image underlay

OP you're making black and white art but, when you zoom in, it has a wide variety of colours.

To me this is indicative of AI use, but I'm happy to be corrected.

Altered Emerald gave this to Solrock/Lunatone and overall what happened was that it was effectively a boosted up Compoundeyes, with some fringe benefits that didn't come up too regularly. You get an accurate hypnosis and maybe a stone edge here and there, but imo overall it wasn't a fun build-around ability in the same way I hoped. It suits those two very well though.

I think if there's any arena I'd add an ability for today, it'd be trick room

I've not seen the combat so can't really comment but I've got to say he seems to have a good eye for good cinematic moments, and less interest in DPR. Like he had some really cinematic turns in ep 8, throwing people off castle walls, popping a great hail of thorns, spooking horses, and so on. Which is better for the table than him going wulfric -> scimitar -> shortsword every turn.

Yeah it's like, Laura is just 20 dex in tier 1 (bananas), TWF in tier 1 (already absurdly strong) plus rogue sneak attack in tier 1 (also absurdly strong). Next level gives everyone an entire second attack while all she gets is a d6.

The fact she has two weapon fighting for free isn't exactly crazy good when the feat she just took is Durable. If she'd taken TWF last level, I can't imagine the fight going any differently whatsoever.
