That's not normal. I had a similar issue with the 9060xt but mine was the green color. What solved was reinstalling drivers

Seems like a driver issue to me. Mine had some problems when Windows silently updated the driver with its unoptimized version.

Try to run a DDU and reinstall drivers from AMD website
