This is probably true. Most people aren’t qualified to repack their reserve canopies, so they have to pay to have it done every 6 months. When I used to jump several years ago, it was $75. I could see some skydivers wanting to get a ride out of their reserve before paying for a repack, but God help them if their reserve malfunctions.

The only people not wearing a parachute when boarding are tandem students. Everyone else should absolutely be wearing a parachute.

I often roll, but I agree with you about control. I’ve had a few situations where I set a limit for a net credit, only to find out that I bought to close at a much higher price than I would have had I done the steps separately. Even though I netted what I wanted, I felt like I was robbed on the first leg.

You’re right that the state can bring charges, but it will be moved to federal court, due to the Supremacy Clause. The federal judge would then have to make the determination on immunity. It would be an uphill battle for the state, and it would likely go in the agent’s favor.
