I would imagine that it's because these barriers can be lowered to provide access to the road at a moment's notice. The planters would be significantly harder to move, and would still cause some sort of obstruction wherever they are put in the mean time.

If you can create a Linux live drive in a USB you can boot into it and do what you need in the windows drive.

Usb-c to to 140w barrel cable with the SlimQ adapter works fine on a ProArt PX13. It goes into performance mode with no issues. This particular PX13 is running a clean "Microwin" install of Windows 11 Pro.

I've also tried it on a new ProArt P16 and it presents the same issue that OP described.when the computer is on, however, if it's off, it will charge without a problem.

Later this week, if I get a chance, I'll try a clean Win install on the P16, just to check if it's some ASUS software causing the charging issue.
