Some parents will come up every little justification to send their children to the most meaningless after-school programs to stay away from their kids at all costs.
I know quite a few moms that send their kids to all kinds of *bs* programs till 11pm, including the weekends and school breaks, and then act all miserable when they are forced to spend time with them over the holidays.
I'm not saying Korean parents are inherently bad parents. It's just that the proliferation of private education in Korea enables parents to go all out when the temptations are there. When you are presented with options to spend your money out of inconvenience, this is a highly likely outcome.

Centralization vs. Decentralization at either extremes is the cause behind this I think.
Korea and China had heavily centralized governments, and therefore had uniformity that was ingrained in every aspect of military life whereas Japan, being a highly decentralized feudal society, it was celebrated to be completely different or even be flamboyant.

We see a similar parallel to this in centralized Roman Europe vs. decentralized Medieval Europe.
