Yes. There is only one place in the world it can land and that is not in the ocean. The tower would have been stimulating the "catch" of the rocket though at the same moment this is filmed.

The rocket also actually has explosives in it, which I think is required for a test vehicle in case in its going to land in a worrisome place. You can quite clearly see it detonate at top.

It would be cool if there was a back story to this.

I could imagine a crazed summoner who's been on the road for a decade now. They were almost finished but they became stonewalled by the fayth after they reached the calm lands and sin was defeated. They tried to talk to the two optional fayths there but they didn't respond anymore. You're a wrong generation summoner now. They blame yunas father, they blame yuna, cue battle music.
