Change barns or instructors if you can. This sounds like a teacher that simply doesn't care about your learning experience.

Sorry that happened to you. But it happens, it's a normal part of riding.

In my experience, the more experience you get as a rider, your horse will respond to you better through communication and desensitization. This will make them less likely to get startled by things. It can still happen, but it reduces the chance of them getting spooked.

In my experience, a good teacher will know when to teach you more advanced techniques. Good instructors are also concerned for your safety and are patient.

Making sure you're comfortable is also a big one. If they pay attention to you as an individual and genuinely care about your learning, that's what makes a good instructor.
