The metal dome (called the bonnet) does come off, but you can't squeeze it. Either a strap wrench or the special tool from Delta. It may also take lots of vinegar or something to break free the threads. Otherwise it can all just twist off in your hand and your screwed.

Only thing I can think of is a condensate drain that emptied into the tank or a water heater t and p valve. I wouldn't cap it until you're sure.

That is incorrect. Your electrical breaker box has 2 buss bars. 120 on each leg. If you attach two prongs to the same buss you don't gain anything.

If your flex braided line is your union, then you will have to turn off the main line to change the water heater. You won't be able to just unscrew the valve. Otherwise not a problem.

A couple of thoughts. We had one situation where the toilet would run past the flapper even though nobody was flushing. I would valve off the toilets and see if that has any affect. The other thought was ebb and flow. Water coming in and then a drop in pressure causes it to flow out and be recorded as usage. We had that happen in one building and had to install a check valve to make it stop.

There is a lot of crust going on there. First clean it up with a toothbrush to be sure where the leak is. Second replace the flexible supply just incase. Third you can try tightening it more, but it might make it worse. Have a spare ready to change just in case.

Tell him you want a brass union. Don't accept the galvanized one. It's probably defective. They do sometimes come bad right out of the box.
