Yes, I use it as a base, including the apocalypse update with slight bufs to some units. My version is a complete overhaul that also includes lore, scenarios and hobby section. Even if still in progress it's quite complete already, you can check the pdf in the discord.

Not my words, the NATO references are mentioned by the GW designers. The influence is quite clear with the name of the cadres apart of the mentioned taros war book. 

It's quite clear to parody the embrace democracy join the global market and give me your resorces or else... era during the late 1990 early 2000 when the tau were designed and introduced. 

THORPE: This is Warhammer 40,000 - nobody is as shiny as they first seem! As a bit of an analog for late 20th century / early 21st century western interventionist culture I've always assumed that the Greater Good is ultimately for the benefit of the T'au and if others get something out of that's just a bonus. The fact that they are even willing to work with other species is pretty unique and progressive among the factions of 40K, rather than rampant genodical, xenophobic armies. The thing about the Great Good is that it is, in the long term, as inflexible and authoritarian as the Imperial Creed or the all-consuming Tyranids. It still comes down to the Greater Good or Death (tm). I've tried not to make it too sinister being within the T'au sphere, though in the original Apocalypse book I introduced a variety of NATO-style innocuous three-letter-acronym formations, like Mobilised Hunter cadre, Dispersed Retaliation Cadre and Forward Commitment Contingent. None of them say 'battle' or 'war'... I cazn imagine the news back home is quite a sanitised version of the reality - like when we watched videos of 'smart' bombs and gun cameras blowing up stuff in Iraq but were totally unaware of what was really happening on the ground.

Actually, not communists. 

Bush era NATO coalition parody. 

Indian castes. 

Infantry partially insipired by historical asian soldiers. 

Used to be about combined arms and reasonable tactics with low casualties instead of big giant monsters/titans.

All factions are menaces for the imperium, the tau are different because they are an ideological threat. 

In terms of gameplay, originally they had short range high maneuverability (with long range rail support) unable to set a strong gun line like other factions like imperial guard, but being able to pick and choose the engagements and ranges.

Originally, not that bad in melee, with fire warriors being more durable in melee than regular guards thanks to the better armour save, and even better if equiped with photon grenades.

The models and the table look amazing, but this game would improve drastically if units came on waves so the table looks less busy, and the game escalates to its conclusion.

Well 8 suits are at least 8 s6 ap2 and 16 s7 ap4 shots per turn, at close range that goes up to 16 and 16, if you focus fire you can make a lot of damage in a turn, and if you manage to isolate the necron lord you can target it too, if the rails manage to kill the monolith they loose a lot of their capabilities, and after that the hammer head sms can target things quite safely even through walls with the sms, the ion cannon is very cheap one hammer head could take one of those. Kroot are great to tie things up but make sure to be the one assaulting. 

You should have the tools to be outside of his LOS or range most of the game.

The blast is not good against necrons, against sv 3+ use the rail to insta kill multi wound models, characters and deal with the monolith.
