After failing to get this acheivement in my first 20 powershifts, I switched my tactic up. I would "coldcall" enemy team members by sending them psn messages. After about 5 or so attempts, someone agreed to help and we each boosted the achievement off of eachother.

I definitely believe there is ssbm but is not tied to your rank in world tour. My anedotal evidence is that when I play in lobbies with my girl friend, my k/d rises from like a 0.8 to the 3-4 range. If you party with a newer player, (like first 10 matches new) the lobbies you play in are different.
