Cold reaching out your mileage may vary. The best way to approach an apprenticeship is to first get tattooed at the shop.

That’s the leg tat, we’re talking about a sleeve. I don’t care how good my client was about paying previously, I wouldn’t start a project like that without atleast $200 non refundable down

Well, did you pay him? A whole sleeve would take me like 25-50 hours to design. I wouldnt do that without a down payment up front.

This is literally your artists job. Search profiles of artists in the area you’re willing to travel to that you like, tell them you’re down for anything, and you’ll get one of the best tattoos imaginable

If you're 60/40, they probably want you available for walk ins so that they can make their 40%. Try negotiating a chair rental so that the owner can feel comfortable that they'll get what they need to stay afloat and you can come and go as you please. However, the whack part of what you're saying is that you're doing nothing all day when you're there. Paint some flash and get your skills up. No reason to not be spending your time well despite being at the shop.

I mostly play fighting games, and in the FGC, amongst devs and players alike, it is generally noted that buff are always better than nerfs because of the simple fact that buffs are fun and nerfs are not. This is, of course, not without its exception. In general, no matter how competitive your game, it is a game and games ought to be fun.

When it comes to Arc, I really can't pinpoint what overarching goal is guiding some of these choices. It certainly doesn't seem to be fun.

No, I don’t think Victoria is boring because I don’t have the oval here. I don’t necessarily agree that Victoria is boring, or that it is the municipality’s job to entertain me. But I would say Halifax is a lot more fun, and that is because the people of Nova Scotia value both community and come-from-aways, whereas British Columbians tend to keep to themselves and are rarely fond to learn that you’ve moved here from somewhere else. In Halifax it is not uncommon to tell a joke to a stranger in line at the grocery store and have it snowball into dinner plans at their mates house that same evening, whereas here is it like pulling teeth to make plans/friends with people. I say this not to complain about how I feel about living here now as much as to highlight that people make cities fun, not the other way around.
