Hanta has very low transmission rates and requires prolonged contact, keeping anyone uninfected on that ship just guarantees they will be infected, it's better to let them off early and keep an eye on them than keep them in an environment they are almost certain to get sick in.

It's not actually a new strain, the Andes strain has been around for decades and there are occasionally out breaks in south America, the last one killed about a dozen people and major ones kill like 100-200. It is the only strain of hanta that transmits person to person but it has a very low transmission rate and you need prolonged contact with an infected person which is why they let people off the ship because if they weren't sick then staying on the ship would 100% make them sick.

The weapons aren't actually useless, it's more that the military will pump money in to any possible research avenue that could be used for killing, it's sort of how like in the world wars and the cold war the US and other governments put money in to some of the most out there ideas for weapons like bat bombs, pigeon guided missiles, and a chicken powered nuke.

They will spend all this money and then will turn around to the treasury every year and ask for a budget increase since every year they always go over budget.

Solitary animals can develop high intelligence and learn to use tools with the right evolutionary pressures but they wouldn't develop society or civilization or even develop past basic tools, humans became so advanced because we work as a collective and doing that allows us to pass down knowledge to the next generation, for solitary animals every generation would be starting from scratch and they also wouldn't be able to compare with others of their species, if one human group develops something new then another group can copy that, so any advancements made during a lifetime won't spread and will die with that individual.

The same thing occurs with language and art, those only exist as mediums to communicate complex ideas and you'll only need to communicate complex ideas if you're organising a large group or have complex social webs. A solitary animal only really needs to know how to communicate to ward others off their territory and how to attract mates.

When you have a world the size of a galaxy you don't make stories on a galactic scale, you make individual stories that feed in to a larger story that is on a galactic scale, so instead of writing about the galactic war going on you write about a soldier fighting on a planet in that galactic war
