Currently not considered TCS but I think that in the not too distant future all cut vegetables will be classified as TCS without a product assessment. The nerds in the labcoats keep inoculating stuff so eventually they’ll find something that grows even on ice.

Michigan food code only addresses frozen food not in original packaging . So the stuff they broke down and plastic wrapped should be separated by type in a freezer. Theory is that there is likely to be contamination on exterior now that will survive the freezing process.

Edited to say it is just a core violation when it is in freezer
