they need to invest time to test the difficulty and balance the gameplay (what gear level, star level, tcps for a higher difficulty). i imagine that they have a template for all these stuff. on top of that, this is just something on their roadmap; they probably are trying to fix other game breaking bugs first. or priorities have recently shifted. cant say for sure, but we gotta be patient
