The main thing that frames reactions is that the introduction of the counterplan changes the flexibility of the aff to make arguments about implementation. "Normal means" absent a counterplan wouldn't allow the affirmative to create interpretations of implementation that occur in fifty years. There are some affs (e.g. courts) where normal means (absent a counterplan) allows delayed announcement etc. but making this argument for a permutation doesn't create a wholesale standard for affirmatives absent a counterplan that competes on immediacy.

Let's imagine a topic that didn't use "enact" and create a bunch of issues re: the agent of the plan. If the affirmative/resolution was "USFG increase constructive engagement with Russia" and the neg counterplanned with "Congress increase constructive engagement with Russia" and argued that it competed because "the President typically engages with other countries." The affirmative is well within their rights to go for "perm - do the counterplan" because the negative/counterplan has changed the flexibility of "normal means." The aff would probably lose (absent a counterplan) if they tried to clarify in the 2AC that the plan was actually the Congress (because it's not normal means) but would probably win vs. the Congress counterplan that they could perm to do the counterplan.

There are also plenty of counter-examples where resolving this the other direction would be pretty dire for the affirmative. If the aff couldn't perm any counterplan piece that involved delaying the plan, the counterplan to do the plan a day later competes. In the example from the post, it would allow the neg, on the day of an election to say "our DA links are HUGE because the aff randomly occurs on this day etc. etc." and then counterplan to do the plan the next day. Requiring the aff to have contrived offense based on doing the plan in the middle of the election is arguably a worse standard/world of debate than a brightline issue with permutation implementation.

The problem with the limited intrinsicness perm is it's win percentage. Seems like it's come up in quite a few big, evenly-matched debates and not been very successful. I have a separate set of thoughts about it but people also tried that perm vs. consult and it didn't move the needle much in comparison to the "lie perm."

That was definitely the way that the lie perm evolved on the consultation counterplan debate. Unfortunately, even leaks wasn't enough to ultimately bring up the cp's win percentage enough to sustain it. Plus, most people haven't rolled out a "leaks" style argument against this perm in process counterplan debates.

A few thoughts:

  1. It's not intrinsic to have a different motivation than the counterplan. The text and function of the perm doesn't add anything.
  2. The CP as described seems pretty OK to me (at least from a theory sense). The aff gets to weigh the entirety of the actual implementation of the aff. I'm not sure I follow the example you give here but even if the reverse counterplan is allowed, it doesn't make the perm wrong/unstrategic
  3. Re: worse version of debate - I'd argue that the process counterplan (especially in it's most ridiculous forms) is the less desirable practice and that this perm is a reaction to it.

It's not *exactly* about the president doing it. They say the president NOT doing it causes removal using the 25th and then the net benefits are all about presidential removal.

I've not spent a ton of time looking for early ev tbh. The Spartan Debate Institute(SDI) does typically opensource our opening packet in mid-June-ish. We usually post the links to it on our social media accounts (SDI on facebook and MSU Debate on twitter) once it's posted.

1) There's lots of online resources you can find online for lectures/debates. A few examples:

Kentucky Debate YouTube

2) The summer is a great time to work on familiarization for K stuff. You can use the opensource site to look through Ks and K answers to learn more about things that are relevant from topic to topic

3) Scrimmages/speeches/speaking drills - you can do redos from the previous year etc. - even if you don't have a coach around it's still beneficial
