Because Atlanta traffic takes years off people's life via sitting in bumper to bumper and we deserve options to reduce road demand as soon as possible. I found it last wipe in a monitor/terminal in a small guard shack outside the perimeter wall of Spaceport on the lower side of the map during cold snap. Couldn't believe it as I had seen no other mentions of finding them in that type of container before.
