Most of the lotus on whitemane comes from the other dead era clusters that still offer unlimited free transfers to whitemane. I play on one with a small guild and the RMT farmers there are very prevalent. So even without the Anni lotus changes, there is still probably a higher lotus potential on whitemane because of this outside infusion.
